Vivian Regina Skaggs Wheeler, 79, passed away peacefully after a lengthy illness in Lubbock, TX on December 27, 2025, surrounded by her family.
Regina was born August 6, 1946 to Thomas and Erlene Skaggs in Paducah, KY
Regina was raised in Grant County, Ulysses, KS by her parents, Ray & Erlene Fogleman. Regina graduated from Grant County Rural High School, Bob Wilson Memorial Hospital LVN program, Southwestern Kansas School of Cosmetology and later Seward County Community College. She married James Wheeler in Ulysses, KS in a ceremony officiated by her uncle, Charles Robey, on September 12, 1965. They were happily married 56 years until James passed. They had two children, Don and Shanda, and raised them in southwestern Kansas. Later, James & Regina moved to Houston, TX then Bakersfield, CA for James’s career in petroleum, before retiring to split time in Texas and Alto, New Mexico. Regina enjoyed golfing, baking, walking, her two dogs, playing cards with the ladies group at Alto Lakes Country Club, reading & word puzzles. Her grandsons were her pride & joy.
She is survived by her son, Don Wheeler and wife, Rebecca, Hope, Washington; daughter, Shanda and husband, William Kelso, Lubbock, TX.; two grandsons Aaron Wheeler, Grand Island, NE and Brody Kelso, Lubbock, TX, as well as two great-grandsons, Nolan James Wheeler and Beckett Lee Wheeler, Grand Island, NE. She is also survived by a sister, Carylon Wood, Tucson, Arizona. Additional survivors include three nieces, Kellie Euliss, Kim Perry, Kimberly Coleman, two nephews, Gene McElroy & Shawn Wheeler, and former daughter-in-law Michelle Fagerstone, as well as a number of great-nieces nephews.
She was preceded in death by her father, Thomas Skaggs in 1947, her Mother, Erlene Strong Skaggs Fogleman in 2005, her Dad, Ray Fogleman in 2008, and her husband, James in 2021. She is also preceded in death by four nephews, five sisters-in-law & six brothers-in-law.
Services are pending & will be private on the family ranch in Kansas. Cremation has taken place.
The family suggests memorials to Texas Girls & Boys Ranch of Lubbock, MD Anderson Cancer Research, St Jude’s Research Hospital,or a favorite charity.
